When drawing Pipes and Structures in the Pipe Network module of Civil 3D 2015 or 2016, the sump depth default, which is 2′, will not update after changing the structure rules to include a 0′ sump depth.  It will continually draw the structures with a 2′ depth.

The cause of this is a corrupt file called C3DPipeNetworkRules.dll
